چکیده: سازمان بهزیستی از مهمترین نهادهای حمایتی دولتی است كه از طریق بودجه عمومی به افراد معلول و محروم جامعه كمك مینماید. پس از پیروزی انقلاب شكوهمند اسلامی ، سازمان بهزیستی كشور از ادغام سازمانهای خیریه و حمایتی كه در این بخش فعالیت میكردند، آغاز به كار كرد.پس از بررسی و مطالعات شهید گرانقدر دكتر محمد علی فیاضبخش، سازمان بهزیستی كشور به موجب لایحه قانونی مورخ 24/4/1359 و در جهت تحقق مفاد اصول سوم، بیستویكم و بیستونهم قانون اساسی جمهوری اسلامی ایران، از ادغام 16 سازمان، نهاد، موسسه و انجمن تشكیل شد تا با اتخاذ تدابیر و ارائه خدمات و حمایتهای غیربیمهای با حفظ ارزشها و كرامت والای انسانی و تكیه بر مشاركتهای مردم و همكاری نزدیك سازمانهای ذیربط، در جهت گسترش خدمات توانبخشی، حمایتی، بازپروری و پیشگیری از معلولیتها و آسیبهای اجتماعی و كمك به تأمین حداقل نیازهای اساسی گروههای كم درآمد، اقدام نماید.در تیرماه سال 1383 بر اساس قانون ساختار وزارت رفاه و تأمین اجتماعی سازمان بهزیستی كشور به همراه سازمان های تأمین اجتماعی و بیمه خدمات درمانی از وزارت بهداشت، درمان و آموزش منفك و به زیر مجموعه وزارت تأمین اجتماعی ملحق شد.
